Compagnie Africaine d'Aviation (a regional airline of DR Congo based in N'Djili) to shortly add its first A330-200, MSN 505 (formerly with Cyprus Airways and Air Europa), as the airline looks to add flights to Brussels from Kinshasa.

They might be trying to get an exception, so their A330 is allowed in the EU. A similar construction has been used e.g. with TAAG Angola, which was only allowed to use certain B777s on their routes to Portugal.

Since November 2008, TAAG Angola Airlines was restricted indeed. But on 4th April 2019, they were removed from the list, whilst all other airlines from Angola remained blacklisted (except for Heli Malongo too).

The problem for CAA is more serious then TAAG had. All DRC airlines all banned by the European Commission under Annex A, and this leaves CAA 3 possibilities: ask the EU for a full un-ban in Annex A, ask for a restricted un-ban in Annex B for their ‘new’ A330, or apply the intermediate of a third airline (EU: “Air carriers listed in Annex A could be permitted to exercise traffic rights by using wet-leased aircraft of an air carrier which is not subject to an operating ban, provided that the relevant safety standards are complied with.”).

And their country isn’t helping them. The official RVA website (Régie des Voies Aériennes) hasn’t been updated since 2016. They do have a Facebook page, but then there were press reports in May 2020 that RVA salaries weren’t paid for two months. On top, the DRC's accident investigation board BPEA (Bureau Permanent d'Enquêtes d'Accidents et Incidents d'Aviation) has run out of funds, hampering accident investigations. Same finance problems for another similar board, Corsada (“Centre de coordination des opérations de recherche et de sauvetage des aéronefs en détresse et/ou accidentés”).

With such official approach, there is no chance that CAA will get an unban from the Annex A or the Annex B list. So they will have to register their own A330-200 msn 505 abroad. AND then they will have to ask the European Union for traffic rights - a permission that is described in "provided that the relevant safety standards are complied with". Any volunteers?

Some important Asian links are falling away. Singapore Airlines has still to confirm the start up of the Singapore route. But it will not be soon.
Cathay to cut Hong Kong was an other important one. But still also has to be confirmed

I'm not sure PS will start KBP-BRU-KBP route, it is not at all on sale on their site for the entire winter season. Same for the summer.

Sun Air of Denmark as mentioned will resume BLL-BRU in August 2021, but that is for all their routes. They save more money grounding their aircraft than flying them empty. It'll be a difficult winter for all unfortunately.
