As a big fan of Russian aviation, and Russia as a whole actually, I was wondering if someone would have more info on arrival times / departures times.

Also, what would be the closest I could get without angering/challenging security?

There are some rumours about the putin airfleet armada arriving already on Monday evening, however that is not confirmed and no info about that has been given so far.
To my personal (i repeat that is my personal perception) it is more likely that the Russian president's airfleet will arrive Tuesday morning/noon just ahead of the start of the meeting.

Tuesday 28 January 2014:

13h25(LT) arrival of Russian president at EU hq at Brussels (Justus Lipsius building)
16:00(LT) press conference at end of meeting

So I'd say the aircraft of Putin himself would be arriving somewhere between 12-13hrs LT prior of the meeting.
However there are more aircraft (usually 3 to 4, including the presidential IL96-300 and usually one or more Tupolev 214 and/or Tupolev 154M and/or IL-62 aircraft) so they (support flights) might arrive earlier in the morning.
Departure out of Brussels should be expected somewhere between 17-18hrs LT.
The Ilyushin IL76 support plane is currently parked at Brucargo and is expected to be taxied/towed back to Abelag after departure of the delegation aircraft.
It will then load the vehicles used by the delegation and will then leave home again. But that is to be expected in darkness unfortunatly.

As for the spots, for arrival shots a spot along either 25L or 25R, I expect maybe some of the support planes might arrive 25L but Putin himself I do expect to be arriving 25R, so you should find spots along that runway (water tower or 127bis for 25L or the parking of the cemetary at 25R).
As for departure you have the option at Abelag or Parkin 1 to make take-off shots. Do not expect apron shots to be possible, Abelag parking will be sealed off, watching from the streetside should be allowed but useless since there is a high concret wall standing between you and the aircraft.
As long as you agree with security/police should they be in the area you want to take pictures where and what you can photograph, there shouldn't be any problem.

Of course it's possible to have another runway configuration.
