Maintenance work is planned on runway 25R tomorrow (14/03/2020) between 13:00 and 18:00 p.m. Takeoffs are planned from runway 19 and landings on runways 25L and 19.

Shall they re-open RWY 01 tonight?
RWY07L is HJ only and the forecast is for easterly winds, possibly exceeding the 07kt max tailwind.
Yesterday I noticed a late arrival overhead, on 07L.
SN3772 landing at 2038, SS+38. Next to come in used 25R but with 2-3kts tailwind only.

It's not. The VOR/DME approach on RWY 07L is HJ only. SRAs and visual approaches can still be flown after sunset. Though a visual at night is less than common practice, an SRA (at BRU) happens even less often.
It's good practice for both the ATCOs and the pilots in question, though.

How do they fly visual then when the off-set VOR is limited to HJ ? I have a plate for RNP on 07L but is this re-instated now?

The RNP approach(-es) for RWY 07L (and 07R) have been published with this Airac cycle (2007) because they will be available before the next Airac cycle (2008) is published. However, they're not available yet to avoid overflying Brussels city as much as possible. The reason for publishing them is the construction works on RWY 25R which will start in the near future. It may seem off to publish an RNP approach for a runway on which construction works will take place, but in the preliminary phases it may be necessary to use 07L for landing with a reduced landing distance available.
As to how they actually fly the approaches after sunset, aircraft will be vectored or given an SRA approach (depending on meteorological factors) until they report the runway in sight. At that point, they'll be cleared for the visual approach.
Whether or not the RNP approaches will remain available after the construction works on 25R/07L, I don't know. The past has shown that they might get pulled from the AIP again. Whatever happens, as soon as the construction works on 25R/07L are finished, calibration flights will have to take place to verify the (revised) approach procedures.

Yes I had seen the APP plate for 07L RNP published last week, now I understand why as you said.
Why then is the VOR/DME HJ only as you vector them until they get the RWY in sight after SS. How is that different from flying the VOR (when not u/s).

When an aircraft gets vectored for a visual approach (or an SRA approach), it will end up on the extended centreline of the runway (straight in front). On the VOR approach, it will end up on Radial 260 from BUB, since it's an offset approach. During daytime, the distinction between the runway and the surrounding roads (ex. E19, Haachtsesteenweg,...) is quite easy to make, but it gets a lot trickier, especially for pilots not familiar with the airport and the approach, to make that distinction at night. Consider also that the workload in the flight deck during a VOR/DME approach is quite high. As such, for safety reasons, the decision has been taken not to allow the VOR/DME approach to be flown at night.
Since the RNP approach is not available (and usually not even published), only VIS and SRA approach remain for RWY 07L.
RWY 07R does not have this restriction on the VOR/DME approach, as that approach is (almost) a perfectly straight in approach. BUB VOR is (almost) in the extended centreline for RWY 07R. As such, no offset approach, no visual turn and (almost, never say never) no possibility for confusion.

Exceptional take-off of a Singapore Boeing 747-400F (9V-SFQ) from 25L this evening at 20:47. Destination Mumbai on flight SQ7951.

Another exceptional take-off from 25L this morning, on request by the pilot for performance reasons: DHL Boeing 767-300 registered G-DHLF on flight D081 to Lagos.
As a reminder, there is no taxiway going to the threshold of 25L, thus aircraft have to use the runway itself to reach that threshold and backtrack.
