Is the prefectoral pass always valid, or do you have to request a new one,
each time you visit CDG or LBG?

The actual (old) one will become invalid as from November 1st. The new one is valid for 2 years from the issued date.

To clarify, do you need this pass if you are a non photographer spotter?

I think you do need it also when you don't take pictures.

You need this if you take pictures or record videos, with a camera, a video camera or even theoretically with a mobile phone. I don't know the right word in English, but in French we say "prise de vue".
Also necessary if you watch aircrafts with binoculars.
