Adding "physical" ILS is very expensive, also on the periodical maintenance and calibration. Sure enough a GPS-based instrument approach and landng system is the way to go these days (LVPN or what do they call it? I never get around all those codes and acronyms...) and it might indeed be less expensive than adding concrete - especially as the concrete has to be aviation-certified, too, I sreckon

RNAV is the way to go. And you know what, an RNAV procedure used to exist (I should have quoted EBBU's post in full. Here it is again, now without any omissions )

There was a RNAV procedure published during the works on RWY 01/19 but it was withdrawn when the works were finished. This RNAV approach is a lot safer but arrivals approach over Brussels so it is not allowed as a normal procedure.
That is why after sunset RWY 07R is used with a straight in VOR/DME. And with a loss in capacity due to bad exit TWYs.

Is it expensive to install landing lights? And an ILS...
When there is an (north)easterly wind the first choice is RWY 01 for landings because that is equipped with proper landing aids. Only when the wind is (south)easterly and strong enough will 07L/R be used because the windcomponents will exceed the tolerance on RWY 01.
The biggest problem with the exit taxiways on 07R is their angle to the RWY. You basically have to turn back to exit

Makes no sense to me why landings are not on 07L this morning, look at the wind direction & strength!
yesterday they used it even with lighter winds from 030 and 040 ! I'm often puzzled at Skeyes decision regarding the runway in use.

Skeyes has to take into account not only the direction and the strength of the wind, but also (and this is more difficult) political decisions!

Don't I remember that winds below 10 kts are discounted in the decision process?

Wind aloft is also taken into account for runway selection.
Even though surface wind may be fine, if multiple pilots complain about unfavourable winds higher up, runway configuration can be switched as well.
On top of that, there’s also the capacity to take into account.

This morning's Lufthansa flight from Munich to Brussels approached the airport on runway 25L, but made a go-around to enter the approach sequence for runway 01

At BRU, aircraft are currently landing at 07R and taking off from runway 07L. Isn't that unusual? I think it's mostly the opposite (landing at 07L, T/O 07R) because 07R doesn't have taxiway next to the whole runway.

De Federale Ombudsdienst voor de Luchthaven Brussel-Nationaal intensiveert hun politiek betreffende de proactieve communicatie naar de omwonende, gemeenten en milieuverenigingen. Hiervoor werden 30 informatiefiches gepubliceerd op hun website. “Deze didactische fiches maken het mogelijk om meteen het gebruik van de banen op Brussel-Nationaal beter te begrijpen alsook de gebruikte landings- en opstijgingsprocedures, baan per baan en zone per zone” vertelt Philippe Touwaide, Directeur van de Ombudsdienst. Het doel van deze fiches is niet om van elke bewoner een luchtvaartdeskundige te maken, maar om een beter zicht te geven over het gebruik van een Luchthaven en de wijze waarop vluchtoperaties worden uitgevoerd.
Onze missie van informatie moet ook educatief en leerzaam zijn, door de gepubliceerde fiches, en anderen die zullen volgen, willen wij de burgers die ons volgen ter beschikking stellen van alle informatie die zij mogelijk mogen verwachten van een Ombudsman. “Een effectieve Luchtvaart Ombudsman moet anticiperen op problemen, moet aan iedereen de kans geven om de toestand te begrijpen. Het hebben van slechts een antwoordbeleid is niet de oplossing, reactiviteit is niet empathisch of constructief en is een puur defensieve houding”, dit is de visie van Philippe Touwaide sinds 2002.

Le Service de Médiation du Gouvernement Fédéral pour l'Aéroport de Bruxelles-National intensifie sa politique de communication proactive auprès des riverains, des communes et des associations de défense de l'environnement, par la publication sur son site internet de 30 nouvelles fiches d'information. "Ces fiches didactiques permettent de comprendre immédiatement l'utilisation des pistes de l'Aéroport ainsi que les procédures d'atterrissage et de décollage utilisées, pistes par pistes et zones par zones" commente Philippe Touwaide, le Directeur du Service de Médiation. Le but de ces fiches n'est pas de transformer chaque riverain en un expert aéronautique, mais de lui permettre de comprendre le fonctionnement d'un aéroport et la manière dont les opérations aériennes sont effectuées.
Notre mission d'information se doit d'être également didactique et instructive, par la publication de ces fiches, et d'autres qui vont suivre, nous voulons mettre à disposition du large public qui nous suit, toutes les informations qu'ils sont en droit d'attendre de la part d'un médiateur.
